The project project will add auxiliary lanes to Interstate 5 through the city and construct a highway cover to support reconnection of the city’s Albina community to the downtown.
The largest investment, $975 million, would go toward upgrading the Southwest Corridor parallel to I-5, and includes an 11-mile extension of the MAX light rail line.
