Officials from Midwest cities and towns are finally getting a chance to reevaluate flood control after flood waters have begun to recede, some for the first time this year.
The Mississippi River has been above flood stage in the Midwest for 39 straight days, a record. The high water has kept river projects from completion or even getting started in some cases.
The flood-swollen Mississippi River began moving through part of the Bonnet Carré Spillway, north of New Orleans, on Jan. 10 as part of a strategy to “make room for the river” and avoid more flooding, which had damaged parts of Missouri earlier.
