Final version of an emissions regulation announced by U.S. Environmental Protection Agency will affect all on-road passenger vehicles, including cars, light-duty trucks and medium-duty vehicles.

Construction groups say final rule could raise costs of power and materials. 

The rule is targets on-highway vehicles, but it includes provisions covering engine categories used in some construction equipment.
