Planning California The San Luis Obispo County board of supervisors has given preliminary approval to the county's Public Works Dept. to begin planning the construction of a 7-mile-long emergency water pipeline. The pipeline will carry as much as 1,000 acre-ft a year, or 893,000 gallons a day, of desalinated water from the Diablo Canyon nuclear powerplant to Avila Beach, where it will be fed into the Lopez Lake water distribution system in Port San Luis. The 2,000-acre compound will provide targets on the ground for aerial bombing and live-fire aerial gunnery practice. The facility will include a 500-ft bridge, constructed of steel piles and a hollow-core plank deck; an operations control area; a control tower; an after-action review building; an operations-storage building; a bleacher enclosure; a covered mess and an ammunition breakdown building.
