Sean Libberton joined STV as its national transit corridor strategy and development leader. Libberton, who most recently worked as a practice consultant at HNTB, works with STV’s transit clients on funding and corridor development strategies for bus and rail transit programs across North America. Libberton is an expert in federal transportation funding programs and the transit provisions of the IIJA, particularly the FTA’s Capital Investment Grants program.

STV also hired Keith Benjamin as vice president, national cities initiative leader in its Washington, D.C., office. Benjamin—who most recently served as the associate administrator for highway policy and external affairs for the Federal Highway Administration at the U.S. Dept. of Transportation—is focused on improving infrastructure, transportation and organizational resilience at the municipal and regional levels.

Precis Engineering + Architecture has hired Veera Ronalter as director of process architecture and sustainability. Working out of the firm’s Ambler, Pa., office, Ronalter’s experience includes designing life sciences projects, including laboratories and bio-pharmaceutical manufacturing, medical device production and animal health facilities. She has spearheaded ways for the resource-and-energy-heavy pharma industry to adopt conservation and sustainability as a default basis for design and construction and has helped industry partners find ways to turn their sustainability goals into reality. Ronalter most recently worked as the sustainability coordinator, group lead/architecture, senior associate at IPS.
Turner Construction Co. has promoted Joshua Miller to preconstruction manager for its Maryland business unit. The mechanical, electrical and plumbing expert most recently served as project preconstruction manager.

Pennsylvania design firm Herbert, Rowland & Grubic Inc. (HRG) promoted Jim Feath to vice president of operations. Feath has managed operations for HRG’s Pittsburgh office since 2018 and has amassed experience as a designer and project manager before taking a leadership role in regional operations. The firm also promoted Erin Threet to vice president of services, a new role designed to maintain the firm’s commitment to quality as it pursues ambitious growth plans. Threet previously served as an assistant vice president, overseeing operation of HRG’s Lewisburg office since 2012. Her experience includes designing water and wastewater infrastructure. Adrienne Vicari was promoted to vice president of growth, focusing on building and nurturing client relationships. She previously served as practice area leader for HRG’s strategic management and capital solutions group.
A. Morton Thomas and Associates Inc. promoted Chelsea Bishop to associate. She serves as group leader in AMT’s Herndon, Va., office. Bishop leads the Northern Virginia site and infrastructure group in management of multiple on-call contracts and stand-alone projects for clients in northern Virginia and in Washington, D.C., with a large focus on parks and recreation and municipal facility projects.
Todd Ward joined Bedminster, N.J.-based Sordoni Construction Services Inc. as president. He most recently worked as senior vice president of operations for Rockville, Md.-based Hess Construction.
